Human Resource Information System (HRIS)

HRIS or Human Resource Information System is a software that provides a centralized repository of employee master data that the human resource management (HRM) group needs for completing core human resource processes. This platform has enabled the directorates within Ministry of Finance to do their daily basis tasks and monitor them on regular basis. Below are the modules of HRIS and their progress of implementation

  1. Administration Module

This module is the Center of Configurations for Security and User Registration. It contains all the configurations necessary to make changes for the core system. The HRIS system is a configuration driven process which makes it easier for admin user to make certain configuration without changing the source code

  1. Application Tracking and E-Recruitment

This module is accounted for 30% of the HRIS system as it contains a heavy sub-modules such as Job Postings, Job Evaluations, Job Evaluation Assignment, Interview Process, Short-list candidates, email notifications for successful can non-successful candidates, auto calculation of the scores based on a pre-defined formula and formal report for both short-listed candidates and unsuccessful candidates. This module has been quite successful in its implementation as it enables public to apply Job online anywhere as long as their device is connected to internet, and it has made it so easy to perform job evaluation and implement paperless approach

  1. Employee Self-Service

This module is the core module for all employees including Public Servants. Employee Self service includes sub modules such as Annual Leave Calendar, Leave Request, Annual Work Plan, Daily Report, and Invoice Submission. This module uses work-flow processes which allow approval processes performed by the managers. Transparency has been the key for this module as it has allow the TAs and Contractuals to manage their tasks on daily basis while ensuring productivity

  1. Document Management

This module contains all types of electronic documents from each employee. Each employee can access their documents anywhere as long as their device is connected to Internet. Employees can view their document in both PC and mobile phone as the system is completely web-responsive

  1. Employee Management

This module is the center for all employee records. This module contains sub modules such as employee management, institution management, contract management, Institution High Level Planning, Institution Annual Action Plan, and Employee Assets assignments. All other sub-modules of the employee service can be viewed in employee Profile. The mangers can also generate a PDF report on each employee profile

  1. Report and Dashboard

This module contains sub modules such as Formal Report and Business Intelligence. This module is so crucial as it contains various reports based on the necessity of HR Department. More custom reports can be added in the future

  1. Knowledge management Module

This module is used to store all institutional memory which includes Documents, SOPs, Training Materials, and so on. Each institution can view and create their own guidelines whenever necessary. This module will be instrumental to any knowledge repository within Ministry of Finance and keep all Institutional memory organised and remain accessible

  1. Attendance Monitoring Module

This module is used to store all daily IN and OUT of the office. This record four different types of CLOCK. Clock IN and OUT for morning shift and CLOCK IN and OUT for afternoon shift. This module so much user friendly as it reminds the staffs on their daily log in the dashboard along with the complete calculation of daily hours rendered

  1. Performance Management

This module is used to measure the KPIs of all employees using the HRIS system. The module is also used to manage performance evaluation report. KPI for each employee is measured from Terms of Reference to Annual Work Plan and Daily Report.

10.Audit Trail Module

This module contains all activities performed by any user within the system. The function of this module is track changes and ensure that security of the system is maintained
